Excuses Christians Use For Not Keeping the Law of God #6

Paul says in Rom 2:13 that the doers of the law shall be justified. Then he turns around and says in  Rom 3:20  that by the deeds of the law there shall no flesh be justified in his sight. One rule of Bible study is to always understand that the Bible never contradicts itself. How can we understand these two contradictions?
